Jim was born in Auckland and became Company Director of Fisher & Allan stone masons based in Hamilton and Cambridge. He married Patricia nee Steel and they came to Cambridge in 1950 and had four children.

He was very involved with Boy Scouts - becoming District Commissioner - Rotary, High School Board of Governors and Chamber of Commerce. He was a foundation member of Jaycees and represented Cambridge on the Hamilton Airport authority, Karapiro Lake Domain Board and Maungakawa Scenic Reserve Board.

Jim was Mayor from 1965 to 1969 and 1977 to 1980.
