Frank was our first New Zealand born Mayor. He was born in Auckland on 8 August 1847 and married Elizabeth Shipherd in 1869. Frank was a Barrister and Solicitor and had been an MP for Franklin North from 1884-1887 and Manukau from 1890-1893. They had two children and came to Cambridge in 1896.
Frank had ten years as Mayor - 1898 to 1903 and 1905 to 1910. During that time the saleyards were moved from the centre of town, Victoria and Duke Streets were curbed and channelled, 2 miles of streets in the business area were sealed. The Gas Works, drainage and sewerage were started. The Post Office, Courthouse, Victoria Bridge and Town Hall were built. At his last meeting in 1910 he was presented with a silver salver inscribed 'Works which would ever be a monument to his foresight, persistency and practicability'.
Frank was a Justice of the Peace, on the committees of bowls, cemetery, cricket, athletics, a member of the Waikato Show and on St Andrews Vestry.
He pursued his love of flowers into retirement and died at Monavale 29 December 1915.
