James was born in Auchteraden Scotland about 1842 and came to New Zealand with his parents, two brothers and two sisters in 1862. By 1867 he had a store in Cambridge on the corner of Duke and Victoria Streets. (This he sold to Thomas Wells in 1878). With his brothers he built a flour mill in 1871 and a brewery. With George Watt he owned a bacon and butter factory from 1889 to 1901. He went on to be a lawyer and practised in Cambridge for thirty years.

In September 1880 he married Elizabeth Davies and they had 9 children. Two sons died in World War One and another from wounds.

James was our second mayor 1887 to 1888 and he served on the Borough Council for a total of 20 years as well as the school, library, cemetery and Waikato Farmers' Club committees.
