Wally was born in Pogdara in Dalmatia in 1896. He lived in the Cambridge district from 1939 and at Leamington from 1948. He was involved in local body affairs since 1950 and for eight years was chairman of the Leamington Town Board before its amalgamation with Cambridge. He served as Mayor on the Cambridge Borough Council from 1962 to 1965.

He was active in bringing in pensioner flats, the Fergusson Bridge and new footpaths. Also he saw Cambridge through the Centennial Celebrations of 1964.

During this time his wife Martha died.
