Tom was born in New Zealand and married Catherine Black six months before coming to Cambridge to manage Thomas Wells' store in October 1898. He started a grocery business with his brother in law, Bristow Savage, in 1903 and 18 months later continued on his own.

Thomas was a Presbyterian Elder and Sunday School supervisor for 25 years. He was on the school committee and a Director of the YMCA and gave valuable service to the Te Waikato Sanatorium during WW1.
He served on the Borough Council 1907-1909, 1917-1922 and 1931-1933. He was Mayor 1925 to 1929 and during that time saw in the abattoir, gravitation water scheme and the visit of the Duke and Duchess of York.

When he died in November 1948 it was said, 'He had been in every local body office in Cambridge and did all he could in the interests of the people'.
